Not intending to dual licence the core. NB if a client is not distributing their product, can modify and customise anything and everything without restriction e.g. a reporting system for a University or a Hospital.

Although it would be nice to have that option, it is likely to be very difficult to achieve because of all the copyright holders who would have to agree. It is doubtful that many would even reply .

We may wish to offer some features of SOFA as a service over the internet at some point. We will not be able to use any libraries with AGPL licences as part of this service.

Code licensed under GPLv2 cannot be modified and used in SOFA because the GPLv2 is incompatible with the AGPL. However, modules licensed under GPLv3 or “GPLv2 or later” can be linked or combined with SOFA. Further investigation is needed to clarify the difference between modifying and “linking or combining”.
